Impact study of the loss of GNSS signals

Aware of the vulnerabilities of global satellite navigation systems (GNSS: Beidou, Galileo, Glonass, GPS, etc.) and their use, which has become ubiquitous in a large number of activities, FIRST-TF has decided, in partnership with a consortium of ministries supported by the Ministry of Economic and Solidarity Transition, to finance an impact study at the national level on this subject.

The relevance of FIRST-TF to request such a study comes from the privileged situation of time-frequency which is both user and actor of GNSS. Indeed, GNSS are widely used to perform time and frequency transfers, in particular for the establishment of International Atomic Time (TAI) and the connection to Coordinated Universal Time (UTC). But conversely, the time bases of GNSS systems are produced by sets of atomic clocks also connected to UTC. On the other hand, the federated laboratories in the FIRST-TF network are at the forefront of national time-frequency metrology and are at the international state of the art. Who other than FIRST-TF could therefore be able to stimulate the search for effective countermeasures in their community to remedy GNSS vulnerabilities?

FDC was commissioned to carry out this study, which took place between June 2020 and January 2022. In all, 25 deliverables were produced. Only public documents are available on this page:
